Not every obligation starts at the same time: Regulation (EU) 2025/40 entered into force on 11 February 2025 and generally applies from 12 August 2026. Several specific requirements begin later or depend on implementing acts. The applicable provision, packaging type and each company’s role must be examined separately.
01 / Timeline

PPWR timeline: key dates

General application and later requirements are deliberately distinguished. This is a selected overview, not a full legal checklist.

12 August 2026

General PPWR application begins

New roles and obligations generally apply. For Germany, businesses should assess LUCID registration, system participation and the correct allocation of responsibilities. Food-contact packaging is also subject to specific PFAS restrictions.

Art. 71, Art. 5(5); ZSVR
Since 12 August 2026

Distinguish manufacturers and producers

The manufacturer is responsible for packaging conformity; the producer may bear extended producer responsibility and waste-management financing duties. A business may have both roles.

Arts. 3, 15 et seq., 44 et seq.; ZSVR
1 November 2027 / 1 January 2028

German authorisations for certain packaging

German transitional rules provide that other producer responsibility organisations require ZSVR authorisation from 1 November 2027, while relevant producers of non-system-participation packaging generally require it from 1 January 2028.

German PackagingDG; ZSVR
No earlier than 12 August 2028

Harmonised material labelling

Under Article 12(1), the start is the later of 12 August 2028 or 24 months after the relevant implementing acts enter into force. Applicable exemptions must be considered.

Art. 12(1)
No earlier than 12 February 2029

Labels for reusable packaging

The later of the statutory date and the period following the relevant implementing act applies to the harmonised labelling.

Art. 12(2)–(3)
From 1 January 2030 – some later

Packaging minimisation and additional rules

Packaging minimisation under Article 10 takes effect in 2030. Other requirements involving certain packaging formats, recyclability and recycled content need separate assessment by material, provision, exceptions and future acts.

Arts. 6, 7, 10, 24, 25

Deadline warning: Important: general application since 2026 does not mean every separate obligation has begun. Later EU acts, exceptions and transitions can change the practical deadline.

02 / Who is affected

Which businesses should act now?

The relevant obligations depend on the business model, packaging stream and market where packaging is supplied.

Manufacturers & brand owners

Determine responsibility for design, technical files and conformity. Reassess the manufacturer role for private-label products.

Importers & e-commerce

Check placing on the market, supply chain, registration and possible representative requirements for cross-border sales.

Retailers & private labels

Check changes to EPR and system participation duties, notably for own brands and certain direct imports.

Packaging suppliers

Align material data, test evidence and required technical documentation with customers.

03 / Implementation

Three steps towards a company PPWR plan

01

Map your role

Identify the manufacturer, producer, importer and retailer responsibilities for each packaging stream.

02

Map the deadlines

Link each packaging category to the relevant PPWR articles, German provisions and applicable dates.

03

Prepare evidence

Arrange documentation, ownership, contracts and data processes; revisit them when new acts are adopted.
